Lebanon Obtains Financial Support for Southern Reconstruction
Speaking during a visit to the region, Salam said the government will launch “reconstruction projects after securing the necessary funding,” posting the statement on US social media company X. The financing package includes $250 million in concessional loans from the World Bank, approximately $82 million (€75 million) from the French Development Agency, and approximately $38 million (€35 million) in grants from the EU, France, and Denmark.
The government has previously estimated that the total cost of reconstruction following the Israeli offensive will be no less than $5 billion, a figure cited by former Prime Minister Najib Mikati during the 11th D-8 Organization for Economic Cooperation summit in Cairo in December 2024.
Salam outlined the government’s three-track approach: protecting the dignity of displaced people, supporting those returning home, and improving living conditions for all. While there is no official count of those displaced from southern Lebanon, local estimates suggest the number reaches into the thousands.
He emphasized that the government is pursuing integrated efforts: continuing relief operations, rebuilding damaged areas, and creating conditions for economic and social recovery.
On his visit, Salam said he came to deliver “one clear message: the right of the people of the south to security, to a home, to land and to a dignified life is an indivisible national right.” He condemned ongoing Israeli attacks as assaults on Lebanon’s sovereignty and civilian lives, stressing that restoring state authority goes beyond military deployment and praise for the armed forces—it also includes ensuring responsibility for the needs of the people.
Salam added that he plans to return soon for a follow-up visit to monitor the implementation of reconstruction projects, without specifying a date.
